The Spotsylvania County Board of Supervisors approved a package of targeted amendments to the county comprehensive plan that staff said will (1) reference the most recent regional hazard‑mitigation plan, (2) support specific transportation projects to meet Smart Scale application requirements and (3) add resilience and accessibility guidance for large multifamily and industrial projects.
Planner Jacob and transportation staff outlined changes that include new or revised study corridors, intersection improvements, support for elevator backup power in multifamily buildings, and expanded guidance on data‑center cooling alternatives that reduce reliance on potable water. Staff said the package also refines trail and sidewalk routing, scales back some previously proposed four‑lane widenings where private development already addressed the need, and adds language to encourage signal preemption at critical locations for emergency responders.
Transportation committee and the planning commission recommended approval; the board approved the amendment package unanimously. Staff said the timing was important to show local support for Smart Scale grant applications that have an August 1 deadline and for future revenue‑sharing or proffered improvements.
