Board approves IT contract increase and broad SCADA spend authorization

Dr. Pamela Young pulled an information‑technology contract to ask about the proposal to authorize expenditures above the usual $200,000 threshold. Andrew Spence, chief director of information services, said the contract being presented would allow spending up to $600,000 through the contract term and that the board would be asked to authorize any individual contract spending above $200,000 when it occurs: "The contract actually goes up to $600,000," Spence said.
Young also pulled a water/wastewater SCADA (Supervisory Control and Data Acquisition) item. Staff explained one vendor is approaching its contract cap and that SCADA work across multiple vendors has reached substantial levels. County staff told the board annual SCADA-related expenses have been as high as about $2.7–$3.0 million in the previous year, and asked the board to approve an increased overall spend authorization while bringing any single contract over $200,000 back for board approval.
Both items returned to the board in consent form and were approved as part of the consent agenda; recorded votes in the meeting show the motions carried 6–0 with one member absent.
