The Stafford County Board of Supervisors voted Dec. 17 to adopt a revised 2025 county calendar that includes a floating holiday; at the same time the board tabled immediate approval of two proposed half‑day closings (the day before Thanksgiving and the day before Christmas Eve) pending a minimum‑staffing plan and a budget reconciliation from the county administrator.
Supervisor Vannouch moved to approve resolution R24‑41 while striking the provision adding the two half‑days until staff returned with a plan; the motion carried 7‑0. The board directed the county administrator to draft a minimum staffing standards policy for holiday periods, ensuring that government services remain available and that departments coordinate coverage so the county does not effectively shut down the entire week around a holiday.
Members who supported the measure said predictable, published holidays help employees plan time off and support recruitment and retention; others said the board should balance personnel benefits against operational continuity and budget considerations. Several supervisors suggested the board will reconsider the half‑day requests at a June meeting after seeing staffing proposals and revenue updates.
County Attorney and staff advised that state holidays are already adopted in county personnel policy and that adding explicit distance or time requirements to existing parking or holiday rules would require statutory or code changes and public hearings.
The board’s motion also asked staff to prepare options and thresholds by June, including minimum staffing levels and a mechanism to avoid a de facto week‑long closure if employees take additional leave around a scheduled holiday.
