The Warren County Planning Commission on July 2 recommended two staff-initiated text amendments for the Board of Supervisors and tabled a third for further refinement.
The commission voted to forward a draft amendment to Chapter 180 of the Warren County Code that would add a definition for “fairground” and move any fairground in agricultural districts to a conditional‑use permit. Planning staff said the change would eliminate confusion at the Warren County Fairgrounds over when events require festival permits or inside-versus-outside placement. Robin Lloyd, who spoke for the fair association, told commissioners a clear definition would help staff and the fairgrounds continue to schedule community events without uncertainty.
Commissioners also refined and forwarded a proposal to add "rural resort center" as a conditional use in agricultural zoning and to set supplementary rules. The key change adopted by the commission removes an initial drafting line that would have required “1 space per 100 square feet of indoor and outdoor recreation” and replaces it with a hybrid approach: a firm minimum of two parking spaces per lodging unit plus one space per staff member, with any additional parking determined by the zoning administrator based on the site plan. Commissioners said the change preserves predictability for applicants while allowing staff to tailor parking requirements to proposed site plans.
Separately, the Planning Commission tabled a contractor storage-yard text amendment after commissioners and attendees raised unanswered questions about enforcement of inoperable‑vehicle limits, runoff and oil‑spill prevention, employee parking and whether the draft adequately prevents storage yards from becoming abandoned‑vehicle hazards. Staff will meet with local contractors and stakeholders and return a revised draft for review.
All three items were staff‑initiated; the fairground and rural‑resort amendments will be forwarded to the Board of Supervisors with Planning Commission recommendations.
The motions recorded matched the staff recommendations and the commission’s edits; the contractor storage-yard item was tabled to allow time for stakeholder integration and legal refinement.
