EDA hears Lot 2 Phase 2 construction update; contractor progress, sinkholes and potential change orders discussed

Speaker 1 said the contractor "is only claiming $106,000 1 hundred and 6 thousand 3 80" for the most recent payment period and that the project shows "a total of about 1.6 with about a million dollars to go on the contract." The engineer indicated tests for the waterline compaction and settlement control were satisfactory.
Board members acknowledged the contractor's low bid and schedule concerns. "I think the contractor got in a little over his head," Speaker 1 said, but added the company has continued to perform. Board members noted liquidated-damage language: Speaker 1 said there is a $300-per-day penalty that could amount to roughly $9,000 a month if work is delayed.
Engineers identified sinkholes in a basin leading to the stormwater pond; Speaker 1 said the recommended remediation is to excavate to rock and fill with concrete or flowable-fill and that the repairs may be handled as change orders while costs are negotiated. Speaker 1 said he would return next month with negotiated costs.
No formal payment motion or contract amendment was approved at the meeting; the board was updated on progress and potential follow-up for change orders and schedule adjustments.
