Council OKs TAP application edits: stronger anti‑assignment language, receipts required
Summary
Council reviewed and approved changes to the TAP (transient/activities funding) application and contract language: applicants will be required to submit receipts (or purchase orders), use city/TAF logos in promotion, and the application will include stronger language prohibiting assignment/transfers of grant funds; staff will add wording about returning unused funds.

Council reviewed a revised TAP application and the associated contract language intended to govern city grants for events and small projects. Staff noted the packet included an application form and proposed contract with reporting and compliance requirements.
Council members asked that applicants be required to turn in receipts (or, in some cases, a purchase order) rather than staff holding receipts for multiple years. Members also asked for a stronger prohibition on assigning or transferring grant funds to other entities; staff agreed to change wording from a permissive 'avoid assigning' to an explicit 'prohibited.' The council additionally asked that the application require use of Midway/Wasatch TAP logos on printed and electronic promotions so the public can see how tax dollars are used.
Members discussed how to handle unused funds and asked staff to add clear language about when unused funds would be returned or may be carried forward (staff proposed a reporting requirement and discretionary return/repayment language for large unused amounts). The council approved the forms with the edits described and told staff to finalize the language for the next application cycle.
