Frederick County supervisors and the Planning Commission tabled further consideration of the Pinehill (Gapland properties) comprehensive plan amendment until after the board resolves an upcoming school site decision and an update to the county’s development‑impact model.
Staff presented the request for three parcels totaling about 50 acres adjacent to school sites and in the county’s sensitive Frederick urban area. Applicants said the site has sewer and water infrastructure and argued the proposal could be appropriate in the long term; developers also said they were willing to provide proffers and to participate in concurrent rezoning analyses.
Several supervisors opposed advancing the application now because of uncertainties about school capacity, the county’s fiscal readiness to serve additional residential development, and questions about secondary access for school traffic. One supervisor pressed the applicant to ensure proffers would cover true county costs, noting that statutory proffer formulas may not recover full impacts.
Given limited meeting time and pending school and impact‑model decisions, the board used a show‑of‑hands approach and reached consensus to table the Pinehill application for study until after the school vote and updated impact analysis. No land‑use change was approved at the session.
