The King County Planning and Zoning Commission on Nov. 13 recommended approval or approved a series of land‑use actions, including a zone change, easement dedication/vacation, compliance review and multiple lot joiners and amended plats that staff had found to meet applicable standards.
Key items approved or recommended to the King County Commission:
- Zone change (Ordinance 2024‑27) — Midnight Properties, LC (Parcel 1‑9‑12‑2A, 11.54 acres): Applicant Tom (Iron Rock Engineering) sought to change zoning from Agriculture to RU‑10 to accommodate a minor subdivision and limited income uses; after staff confirmed notices and ordinance differences, the commission moved to recommend approval based on the staff report; motion carried.
- Easement dedication/vacation (Ordinance 2024‑29) — Spencer Bench / Tevita Tower Road: Applicant (Tom) proposed vacating certain recorded easements and dedicating a 50‑foot ingress/egress and public utility easement aligned with the existing road to provide recorded public access rather than a prescriptive easement; staff noted public inquiries and that the county currently maintains the road; commission recommended approval with findings and the county to accept maintenance.
- Compliance review — previously divided parcel (parcel rejoin for Landon Holmes): Staff detailed that the parcel had been improperly split historically and that the applicant completed record work to rejoin the parcel; commission approved the compliance review.
- Multiple lot‑joiners and amended plats: The commission approved a slate of lot‑joiner amendments (Strawberry Valley Estates, Swains Creek Pines, Movie Ranch South Estates, Duck Creek Pines Phase 3, Zion View Mountain Estates, and others) and recommended those requiring easement vacations to the county commissioners. Staff advised that notices and required termination agreements were in order or in process for recording where applicable.
Motions on the items were made, seconded and carried in open session. Where items required county‑level easement vacating or dedication, the commission’s action was a recommendation to the King County Commission. Several items had no public comment at the hearings.
The meeting record shows staff recommended approval when reviews found applications met code and that the commission voted accordingly on each agenda item.
What’s next: Applications that were recommended to the county commission will be forwarded for county‑level action; applicants whose recordings rely on termination agreements must provide those agreements before recording.
