Board directs code‑enforcement review, adopts new code resolution and appropriates extra state library funds

Building inspector John Hess briefed the board on selected provisions of the 2021 Virginia statewide building code (air‑leakage/shell standards, smoke‑alarm interconnection, sanitation, lighting, heating and certificates of occupancy). Hess said the county is seeing structures that do not meet minimum code standards, including some dwellings associated with the local Amish community, and asked the board to authorize the county administrator and county attorney to draft civil penalties and enforcement language to address noncompliance.
Board members asked staff to draft a resolution and a fact sheet for outreach to contractors and community groups. The board authorized staff to work with the county attorney on recommended civil penalties and to return with a formal recommendation. A resolution adopting the current Virginia statewide building code (2021) wording and giving the building official authority to pursue enforcement measures was brought to the board and adopted by roll call.
Separately, Charlotte County Library director Maggie Albee reported the state will provide the library $96,541 this year—about $28,541 more than the amount estimated during the spring budget process. Albee said county practice had sometimes resulted in the county reducing its contribution to keep the library’s budget unchanged; she asked the board to appropriate the full additional state funds into the library’s operating budget so the library could use the extra dollars for staff and services. The board voted to appropriate the additional $28,541 into the library budget at this meeting.
The board also discussed multiple administrative and financial consent agenda items, authorized payments of invoices for FY2024 and FY2025, and approved a small tax refund as recorded in the packet.
