Davis County budget panel readies for sheriff’s request on corrections, 911 and fleet needs

Committee member (Speaker 1) told colleagues the sheriff’s briefing “is gonna take a little bit of the afternoon,” and said there will be a recap at 4:00 p.m. after the sheriff’s presentation. The committee spent the preceding minutes identifying topics they expect the sheriff to raise, including staffing, dispatch revenue changes and vehicle replacement needs.
Members flagged a request the sheriff will make for staffing: Speaker 1 said the sheriff will seek one deputy position that appears to be tied to court operations. Speaker 2 and others described broader vacancy pressures across the department, with Speaker 2 estimating “12” unfilled positions countywide and noting competition for key public-safety roles in the statewide labor market.
Committee members also discussed dispatch funding after two municipalities moved their dispatch services to Bountiful. Speaker 1 said the county will likely have to "adjust our rates" and cover a larger share of costs for the remaining entities that receive dispatch services from the county.
Several committee members anticipated the sheriff’s request for replacement vehicles would be significant. Speaker 1 said replacement vehicles are expected to be a "significant portion" of what the sheriff asks for and that the department is "very concerned about it." Speaker 4 added a personal aside, referencing Sheriff Sparks by name and noting his appearance when he attends meetings.
The committee praised partner agencies that work with public safety, including Davis Behavioral Health and Utah State University. Speaker 1 credited leadership changes at Davis Behavioral Health, saying the organization “cleaned up” after a county audit and calling the agency “such a resource to the county.”
The committee paused the meeting’s recorded proceedings to bring in the sheriff’s office for the planned afternoon presentation; no formal budget votes were taken during the preparatory discussion.
