Fulton County fiscal court moved to finalize remaining American Rescue Plan Act (ARPA) spending, approved several purchases and contracts, and adopted budget amendments to reflect the expenditures.
Speaker 4 presented a list of additional ARPA-proposed expenses for courthouse and Mills Point building improvements, calling this the court’s "last chance" to use the remaining ARPA funds. The speaker said the ARPA items include restroom repairs, a replacement sign, furnishings for Mills Point, an elevator repair (subject to possible state reimbursement), and supplies to outfit Mills Point as a disaster feeding facility. "This will be our last chance to do that with the ARPA money," Speaker 4 said.
The speaker reported ARPA expenditures of $174,581.15 and recommended transferring $30,603.17 to cover salary costs so the ARPA allocation would be fully expended by Dec. 31. The court reviewed procurement documentation, purchase orders, and quotes for the listed items prior to approving the budget amendment.
On technology and dispatch, the court ratified a previously signed AT&T agreement to update the dispatch console and computer systems to enable text-to-911 capability; the county share of that project was noted at about $21,000. The court also approved a lifeline voice-and-data redundancy service for 911, with an initial firewall install cost reported at roughly $1,165.50 and an ongoing cost of $75 per month for the service.
Other actions approved or discussed included a $4,386 state-contract guardrail installation on Beach Road (EFI, Richmond, KY), a recommendation to pay first-year service costs for Paylocity payroll software and the sheriff’s new tax software from the general fund, and a proposed $10,000 donation to help the Millville senior citizens’ van program.
Procurement items raised questions: members asked for clarification on a lengthy RFP for copier/fax services for the detention center and preferred postponing that item until the procurement officer or vendor could provide specifics. The court amended several meeting dates on the fiscal calendar and approved routine transfers and treasurer reports.
Next steps: staff will implement approved ARPA expenditures, the treasurer will complete recommended transfers, and procurement or vendor clarifications will be brought back to a future meeting for decisions on longer-term contracts.
