Rowan County Fiscal Court on Dec. 17 authorized an interlocal administrative agreement with Energize Kentucky LLC to operate the county’s Energy Project Assessment District (EPAD) program, approved a park ballfield master-plan contract and discussed procurement changes after the local blacktop plant unexpectedly stopped operations.
