Chickasaw County supervisors adopt annual construction-evaluation resolution under Iowa code

The Chickasaw County Board of Supervisors voted unanimously on Dec. 16 to adopt Resolution 12-16-24-51, which sets the county’s procedure for evaluating construction applications for confinement-feeding operations under Iowa Code §459.304.

Staff told the board this is an annual action and described the evaluation timeline the resolution establishes for applications covering Feb. 1, 2025 through Jan. 31, 2026. “This is a resolution that we do yearly,” said county staff (Unidentified Speaker 3), adding that environmental-health partners often ask the county to complete paperwork earlier so other permits and inspections can proceed.

Board members asked whether adoption should wait until early January; staff said earlier action helps regional partners meet filing and inspection windows. After that discussion, the board took a roll-call vote; supervisors Matt, Steve, Carlos, Kate and Michelle recorded aye votes and the resolution was adopted.

The resolution (labeled in meeting materials as 12-16-24-51) cites Iowa Code §459.304, the statute that governs local evaluations of confinement-feeding construction applications. County staff said the timing in the adopted resolution reflects both the statutory review window and requests from environmental-health partners who coordinate related paperwork. The board did not amend the substance of the resolution at the meeting and recorded the formal adoption by roll call.

Next steps include processing any pending applications under the procedures in the resolution and notifying affected applicants of the adopted schedule. Staff said they will follow up with environmental-health officials and with applicants as needed.
