Lewis Central outlines $30M-plus bond program, awards site and repair contracts

Bond counsel recommended borrowing $20 million in the first summer and $10 million the following summer to take advantage of tax/borrowing efficiencies; the presenters estimated about $15 million of work slated for the initial year, with the possibility of accelerating items if additional funding is available.
On the action docket the board approved several contracts required to move from planning to design and construction readiness:
- Lamp Ryerson (professional services/site investigations) — contract approved to perform topo surveys and soil borings to establish baseline site conditions prior to design; the presenter said these costs are bond-eligible site-prep work. The board approved a professional-services contract for approximately $56,003.
- BCDM (vestibule architect initial review) — the board approved initial design-review services to develop secure-entrance options for Kreft and the high school.
- Kreft sewer repair — an emergency repair contract for Viper Drain & Plumbing for $40,000 to address an eroded sewer under the Kreft hallway and restore out‑of‑service bathrooms; work scheduled over the winter break.
District staff also noted a recent land purchase (discussed on the record) and said a reimbursement resolution would be presented in January to reimburse the district about $2.5 million from bond proceeds for that land acquisition.
Quotes from the floor included Project Advocates’ description of phasing and the district’s emphasis on sequencing work so major parking and roofing projects do not conflict during the summer construction window. Speaker 9, who presented project details on behalf of the consultants, said the goal is to "get everything ready to get out to bid early spring, so that we're prepared to do the work in the summertime."
