Council approves routine permits, contract awards and budget transfers; hears public safety and staffing reports

The Junction City City Council handled a cluster of routine but consequential municipal items at its April 9 meeting.

Street closures for community events were approved with standard conditions. The 50th annual run (Valley South Athletic Club), the Function for Junction event (May 31–June 1), and the Junction Swap Meet (April 26–27) were authorized with requirements for volunteer traffic control and coordination with the Oregon Department of Transportation where applicable.

Council awarded the building contract for the Bailey Well project to Pacific Excavation for a not-to-exceed amount of $855,997.20, with funds coming from the capital fund. Council also approved a resolution updating building-permit fees (staff said the average impact is about a 14.7% increase on a typical new-home permit) after noting the Building Codes Division received a 45-day comment period.

Other approved items included a $4,000 allocation for the Tri County Chamber of Commerce for tourism promotion and a budget-transfer resolution that moved contingency and appropriations among departments (municipal court, police dispatch, parks, library and waterfront) without changing the city's net fund balances.

In reports, staff discussed upcoming budget-committee work, the status of water-system pipeline repairs and the city’s preparations for the Oregon Health Division water-system survey. Chief Waddell reported the sudden death of long-time police chaplain Dave Kaufman and recognized Officer Fernando for life-saving efforts on an Amtrak train.
