The Tehachapi City Council voted unanimously to adopt a CEQA Notice of Exemption and directed staff to file it for the Valley Boulevard Road resurfacing project, Phase 2. Development services staff said the project would repave the corridor from Beach Street toward Tucker with a two-inch overlay and that the work falls under CEQA categorical exemptions for existing facilities (section 15301).
During the presentation, Development Services staff (Andrew Norton) outlined the project limits and asked the council to adopt the notice of exemption and allow staff to file it. Residents and councilmembers raised safety concerns about Griffin Hollow, noting a lack of guardrails on the north side. Staff responded that guardrails were not included in the scope of the scheduled two-inch full-width overlay, that portions of the roadway are county jurisdiction (a county island) and that guardrail installation would require separate budget, schedule and jurisdictional coordination. Staff said they would evaluate options, including an asphalt “bumper” curb, and report back.
A motion to adopt the CEQA notice and direct staff to file it was made, seconded and approved by roll call (5-0).
Next steps include staff filing the Notice of Exemption and integrating the project into the city’s upcoming budget and scheduling process; potential guardrail or curb work would require additional analysis and funding.
