Russ Kramer, code enforcement officer, described frequent case types (encroachments, weeds, junk/open storage, unregistered or abandoned vehicles, sign complaints, tree overhangs and construction washout issues). Kramer said complaints arrive by phone and web form, and that many cases are resolved after a door-knock or short correction period. He described the enforcement flow: intake → investigation → notice of violation (correction period generally 7–10 days, extensions possible) → fines accruing (the transcript records fines starting at $100 per day) → administrative hearings if requested. Staff anticipates quarterly hearings if needed, with the first likely in November.
Kramer and staff said they prefer compliance through outreach rather than punitive enforcement and recommended more proactive public communication; council members suggested targeted newsletter items on common violations and exploring app-based reporting. Council also confirmed anonymity options for complainants and asked staff to evaluate additional steps on technical issues (e.g., geotechnical/engineering referrals) when appropriate.
