Planning commission approves Oaktree Engraving CUP with operating‑hours condition

The Beaumont Planning Commission voted Dec. 11 to approve a conditional use permit for Oaktree Engraving & Monuments at 506 Wellwood Avenue, allowing engraving and monument manufacturing with sandblasting as a conditionally permitted activity when performed in appropriate enclosures.

Planning staff noted the property has an existing building, four on‑site parking stalls (meeting the production use ratio), and a long history of similar operations at that location. The applicant said he purchased a locally established monument business, that materials are shipped in rather than cut or mined on site, and that he plans to modernize equipment and operate any sandblasting in a closed, ventilated booth with safety measures.

Commissioners asked whether compressors would run continuously and whether the facility had been used recently; the applicant said operations will be Monday–Friday, roughly 8:30 a.m. to 4:30 p.m., and that modernization will reduce noise and emissions. Staff confirmed that operations were reviewed by the Development Review Committee and that no public comments had been received prior to the hearing.

Before the commission voted, staff proposed amending conditions of approval to expressly list hours of operation; the commission added that condition and then approved CUP 2024‑006 with the hours restriction. Staff will prepare a notice of exemption for filing with the Riverside County Clerk/Recorder.

Next steps: applicant to comply with hours and other conditions, modernize equipment as described, and pursue any building or safety permits needed for enclosed sandblasting equipment.
