Commissioners weigh edits to hazard mitigation plan, defer final adoption for technical fixes

County emergency-management staff asked the Morrow County Board of Commissioners to readopt the county Hazard Mitigation Plan, a document the state and FEMA require be revised and adopted every five years to remain eligible for certain emergency funding.
Staff noted the internal review identified a few non-substantive edits, including a footnote referencing data centers on page 54 that staff recommended striking and a mismatch between the narrative acreage total and a table (1,321,462 acres in narrative vs. 1,310,000 in the table). ‘‘I think Daisy did a really excellent job,’’ one commissioner said, but members pressed staff to reconcile narrative and table figures and check facility lists (for example, why a local health facility did not appear in a table of medical facilities).
Commissioners debated whether the board should adopt the plan now with the suggested edits or return it for a work session and line-by-line proofreading. Several commissioners said staff should deliver a document with fewer editorial issues; others warned further delay could affect FEMA and state acceptance, which is necessary to keep the county eligible for certain funding.
The board directed staff to make the technical corrections and offered two options: (1) a dedicated work session to review the draft line-by-line or (2) return the revised draft for a December meeting. Staff said the plan as submitted has been accepted by OEM and FEMA pending only the technical edits described, and that the existing August 6 adoption date remains valid for triggering the 12-month adoption window for cities. No final adoption vote was recorded at this meeting.
