Board approves sole‑source procurement justification for Community Counseling Solutions on behavioral‑health contract

The board approved a staff recommendation to proceed with a sole‑source procurement justification and public notice to continue contracting with Community Counseling Solutions (CCS) for county mental‑health and addiction services funded through the state.

Staff explained CCS has provided services to the county for years and the current action is a procurement step—a publicly posted sole‑source justification followed by a contract if no objections are raised in the public notice period. County counsel and the administrator discussed the relative merits of sole‑sourcing versus issuing an immediate RFP; commissioners said they supported this limited use of sole‑source procurement given program continuity and an intent to re‑advertise or test the market in the next procurement cycle.

The motion adopted the findings of fact and analysis included in the July 16, 2024 memo and directed staff to post the public notice required by statute and then bring a proposed contract back to the board for final approval.

Commissioners noted that CCS has been the county’s longstanding provider, that the county receives state funds that pass through to the provider, and that staff would apply standard oversight and reporting requirements as part of the contract.
