During the Sept. 10 meeting the Clay County Board approved several land‑use and code updates.
The board approved a small‑scale comprehensive‑plan amendment and companion rezoning for an applicant identified as Frank Miller, swapping two 12.74‑acre portions of a parcel at Sand Ridge Road and First Coast Expressway in the Lake Asbury/Penny Farms planning district to better locate a proposed grocery/retail site; both the Lake Asbury Citizen Advisory Committee and the Planning Commission had recommended approval.
Separately, staff presented the county’s Evaluation & Appraisal Report (EAR) — the statutorily required 7‑year comprehensive plan update — and the board voted to transmit the EAR to state agencies for review. Staff highlighted statutory updates (floating solar, electric substations, new planning horizons) and local procedural corrections.
Finally, the board adopted Countywide LDC Article 2 amendments to development‑review procedures to implement a new state option that allows developers to request early subdivision development for up to 50% of units, added required submittals (unit identification, open‑space and recreation commitments, maintenance and access illustrations) and clarified preliminary‑plat and DRC requirements. Planning staff said the changes respond to state law and streamline review; the Planning Commission recommended approval.
