CareerTech board adopts rule changes across multiple chapters to align programs and operations

The Oklahoma CareerTech state board voted to adopt a series of rule updates affecting operations, program definitions and adult education.
Gina Hubbard presented the proposed amendments by chapter. Chapter 1 updates clarified staffing processes and added complaint and grievance procedures for the agency and technology centers. Chapter 10 revised language governing instructional materials development and dissemination. Chapter 15 aligned district-status language and added program definitions to allow smaller or stacked occupational courses to count as programs. Chapter 20 updated admissions, enrollment and operations language and provided an outline for adjunct instructors. Chapter 35 revised adult education and family literacy language to align with grant requirements.
Each chapter was moved, seconded and adopted by roll call; Ashley conducted roll calls for the board and each motion passed as recorded. Board members discussed the program definition changes in chapter 15, noting that enabling stacked or sequence courses to count as programs could increase access where students cannot attend half-day blocks.
Board members asked for support mechanisms for local boards that may be less familiar with tuition or program-rate decisions; agency staff said they would share best practices and technical assistance. The board approved the rule adoptions chapter-by-chapter and will submit the rules to the governor and legislators as required in the rule-adoption timeline.
