Board authorizes rulemaking notices and approves two district-mapping resolutions

Miss Hubbard, agency legal/administrative staff, presented proposed rule edits and said the rules advisory committee recommended moving proposed edits forward. She outlined three chapter-level highlights: chapter 10 (administration and supervision) with procedural cleanups and an update to GI Bill language and shipping references; chapter 15 (technology centers) with removal of SESI terminology and replacement with 'instructional framework'; and chapter 20 (programs and services) with updates tied to recent legislation, including language supporting new graduation requirements "set forth by house bill 60 2672," updates reflecting "house bill 2321" and a new industry specialist certification outlined in "house bill 3276."

Hubbard recommended the board authorize the department, in consultation with legal counsel, to begin the rulemaking process and file notices of rulemaking intent. A motion to authorize filing the notices was moved, seconded and approved on a roll-call vote.

The board also considered two district-level resolutions. Staff presented a map-adoption resolution from High Plains Technology Center (School District No. 24 of Woodward County) following a membership increase in Beaver County; the board moved and approved that resolution on roll call. Director Aiken then described Moore Norman Technology Center’s decision (School District No. 17) to discontinue at-large elections and require zone-based elections following a statute change and community feedback; the board moved and approved that resolution as well.

All three motions (authorize rulemaking notices; adopt High Plains district map; approve Moore Norman zoning resolution) passed on recorded roll-call votes. Staff said the advisory board step was added earlier in the process to increase stakeholder engagement before public notice and comment.
