Board approves ESSER soil testing amendment, program renewals and MOUs

At the Aug. 9 meeting, the Washington Unified School District board approved a series of routine but consequential agreements and renewals. The board approved Amendment No. 1 to the Terracon Consulting Inc. contract for additional environmental soil characterization at eight ESSER III project sites, adding $42,900 and bringing the total agreement to $162,500 to be paid from ESSER III funds.
Trustees also approved an updated letter of intent reaffirming the district’s interest in partnering with the City of West Sacramento on potential recreational reuse and trail improvements at the Clarendon property and the back field of Westmore Oaks. Staff said the letter primarily updates the earlier 2017 intent and does not by itself commit the district to any particular project or timeline; joint-use agreements and grant-dependent funding would be required.
On programs, the board renewed the Sammy Circuit social-emotional learning/fitness program for one year with added in-person assemblies and analytics; trustees discussed teacher uptake, screen time and reporting requirements, and the renewal passed with one trustee dissenting. The board also approved renewal of a partnership with Northern California Construction Training (NCCT) to support CTE and adult-construction programs ($236,032.90), and approved a three-year MOU with the Sacramento County Office of Education for Capital Adult Education Regional Consortium funding (allocation for 2024–25: $537,170, including COLA and redistributed funds).
District staff said the Sammy Circuit contract includes an on-demand video curriculum, analytics to report classroom usage and two full-day in-person visits per site (the increased cost reflects the added assemblies); administrators cited prior positive feedback and recommended continuing the pilot for one year to gather usage data. The Terracon amendment was presented as necessary after site-specific investigation found more sampling was required at certain ESSER project locations.
