School board approves budget amendment, pays Confederate Lane tax and green-lights Rosman High retaining-wall work

The Transylvania County Schools Board of Education approved a series of operational motions Tuesday: a budget amendment that consolidates recent state and federal allocations, authorizes payment of a tax bill tied to a forfeited property on Confederate Lane, and approved a lower-cost option to address a failing retaining wall at Rosman High School.
Finance and operations staff walked the board through a budget-amendment memo showing restricted PRC allocations, federal and state grant adjustments, a capital outlay allocation of $1,093,154 for air handlers and roof repairs, and a reversion of $14,451.69 tied to a summer reading camp (PRC016) that could not be fully spent within program time windows. The board approved the amendment with a motion that included a proviso: administration will provide an updated memo showing cumulative columns (beginning budget, prior amendments, tonight’s amendment and the new amended budget) before the next meeting.
On Confederate Lane, staff explained that the county and law enforcement condemned a property for illicit activity and ownership was transferred to the school board by court order; unpaid property taxes (about $1,600) remain attached to the parcel. The board authorized payment of the tax bill to avoid additional interest, and discussed next steps: seeking tipping-fee waivers for cleanup, exploring grant or county support, and continuing engagement with a land trust that had examined teacher-housing options. Staff said cleanup could cost roughly $15,000 and there may be sewer issues that require further study.
Facilities staff presented three options for Rosman High’s troubled retaining wall: re‑anchor and spray, rebuild the wall, or remove the wall and lower the adjacent road/grade. Option 3 — removing the wall and regrading — was described as the least expensive (less than half the cost of option 1) and likely to address runoff issues; the board voted to proceed with option 3 and asked staff to seek county funding assistance as appropriate.
Other operational notes: staff reported RFQs for Brevard-area and Rosman-area bond projects are due soon and that the interlocal agreement is pending draft review by bond counsel and county staff. Trustees also discussed salvaging roughly 8,000 gallons from a temporary oil tank at Rosman and options to convert boilers to propane under upcoming bond-funded HVAC projects.
The board approved the budget amendment, authorized paying the Confederate Lane tax bill and voted to proceed with option 3 for Rosman’s retaining-wall repairs. Administrators will report back on cleanup funding, interlocal agreement drafting and updated budget memo formatting.
