Commissioners at a Baker County budget workshop questioned whether revenue from traffic citations tied to a proposed camera enforcement system would cover the cost of a full-time position to review footage and manage citations.
An unidentified commissioner asked whether the sheriff's revised budget included an additional officer tied to a camera system; staff confirmed the position was in the sheriff's department budget and said the county budget would have to be amended later if the board chose to remove it. A staff member noted the county would collect statutorily required revenue from tickets: "That's statutory requirement, but yes sir."
When asked for details about ticket volume and revenue, staff reported 27 citations were written between Jan. 16, 2024 and Aug. 28, 2024 and said the printout showed a little over $6,000. The presenter warned those revenue numbers assume full collection: fines can be reduced or dismissed by a judge, and staff said the revenue lines are anticipatory.
Commissioners expressed concern that if the camera program later is discontinued โ as happened in other jurisdictions โ the county could be left supporting a permanent sworn position. "If this was going to generate the revenues to pay for a position, then that could have been included ... to cover that position and us not have an increase in the county revenues," one commissioner said, and later added they were not a proponent of adding the position without clear revenue assurance.
Staff advised that tickets and revenues will be verified and provided to commissioners in more detail, and that budget adjustments (including removing the position) would require a formal budget amendment after adoption if the board directs removal.
The workshop did not include a decision to adopt or remove the position; the board will consider the matter again during the upcoming hearings and when more revenue detail is available.
