Consultant Spencer Neighbors told the board the county is eligible for $750,000 and proposed a program that would prioritize low- and moderate-income single-family owner-occupied housing for rehabilitation or new construction. "The county, of course, and I'll kind of, touch base on the county. It's eligible for 750,000," Neighbors said, summarizing the application scope.
The activity budget presented to the board included $632,000 for construction, $5,000 for temporary storage/support for residents who must move during work, and $112,105 for administration, totaling the $750,000 request. Neighbors said the program aims to serve about 10 homes, noting that six new constructions would exhaust most of the funds.
To strengthen the county's application score, staff recommended committing up to $50,000 in local funds as leverage. County staff clarified that if designated from SHIP funds or another local source, those dollars would remain in the county for rehab and related reporting. The board approved Resolution 2024-34, which commits $50,000 in county funds if the grant is awarded, and authorized staff to submit the application to the state.
The board approved the motion by voice vote. Commissioners briefly discussed whether the $50,000 would reduce local SHIP resources; staff said the $50,000 would be used as match and remain within local reporting for housing programs.
Next steps: staff will finalize the application and submit it to the Florida grant portal by the stated deadline, and the board will be notified if the county is awarded funds.
