Planning commission backs county transmittal of capital improvements update

Alachua County planners presented Z2400010 on Nov. 20, a county-initiated comprehensive-plan text amendment to update capital improvements schedules for transportation, recreation and public schools.
Ivy Bell, senior planner with the Office of Planning and Development, said the amendment aligns the county's comprehensive-plan tables with projects adopted in the FY2025 budget, the mobility fee adopted in 2023, the 2023 parks and open-space master plan and the Alachua County School District's five-year facilities work plan. Principal planner Chris Dawson explained that the mobility fee lists projects and general timeframes rather than exact years because construction timing depends on revenue accumulation and grants. He said the county would identify a specific five-year construction plan through the Board of County Commissioners' adopted capital improvement plan.
Highlights of the update include additions and carryover projects for multimodal transportation and a recreation schedule that reflects recent park acquisitions and proposed amenities (Jonesville Park soccer stadium and pickleball courts, West End acquisition). Staff recommended the commission forward the amendment to the state land planning agency for expedited review; commissioners voted to recommend transmittal.
The motion does not itself appropriate funds; it updates the comprehensive-plan project lists that inform the mobility fee and future capital programming.
