Dan Caruso of New Carlisle told the commission he was "listening to the conversation" and praised some prior answers but urged the RDC to ask Amazon and contractors to direct construction crews to main corridors to reduce hazardous cut‑through traffic near school bus routes. "Can can Amazon put out an advisory for the construction crews to stick to the main corridors?" Caruso asked, citing heavy early‑morning pickup‑truck and contractor traffic on small local roads.
Steve Francis (Clay Township) joined remotely and cautioned that road improvements often trigger land speculation and rezoning from agricultural to industrial uses. He noted the new comprehensive plan designates the area as "intensive agriculture" and urged commissioners to examine environmental sensitivities, including Judy Creek and flood zones, before allowing corridor intensification. "When you improve roads in that fashion, then land speculation occurs and then rezoning occurs to commercial," Francis said.
Commissioners and staff acknowledged the points; staff confirmed the approved mobility study will include consideration of housing and corridor-intensity questions. No formal action or staff directive to Amazon was recorded in the meeting minutes beyond the public comments.
