Tunkhannock board declines to pursue Act 1 exemption, adopts resolution not to exceed index

The Tunkhannock Area SD board voted to adopt option 2b on agenda items 2a/2b, formally declaring the district will not exceed the Pennsylvania Act 1 index for the coming year after administration concluded the district likely would not qualify for an exemption. Administrators said health-care cost increases were offset by lower special-education expenditures, which weakens the case for an exemption.
Board members discussed the tradeoffs and asked that administration proceed cautiously; the board approved the resolution by roll-call vote. The board also approved a separate motion to strike item 2a from the agenda, effectively removing the alternate resolution that would have sought to exceed the index.
Administration recommended that if the board wished to pursue an exemption it could still apply but cautioned that the state would likely deny it given current financial indicators.
