ETS and Disability Communication Access Board finalize draft Hawaii electronic accessibility standard

ETS reported completion of a recommended Hawaii Electronic Information Technology Disability Access Standard developed with the Disability Communication Access Board under Act 172; ETS will coordinate with the Governor’s Office and Comptroller on publishing and possible enforcement options.
Tom told the committee that, under Act 172, ETS together with the Disability Communication Access Board has completed recommendations for what they call the Hawaii Electronic Information Technology Disability Access Standard.
"They worked on what they think is a good recommendation. They are ready to bring their findings in what they call the Hawaii Electronic Information Technology Disability Access Standard," Tom said, adding the CIO will work with the Governor’s Office and the Comptroller on next steps for publication and any enforcement approach.
Members asked about the timing for approvals and whether the standard would be enforceable law. Tom said ETS is treating the product as a standard at this stage and that enforcement mechanisms remain under discussion with the Governor’s Office and Comptroller. The committee expects the recommendations to be included in ETS materials presented to the legislature.
