Roseburg City Council on April 22 voted to award the Bradford Avenue ADA ramp project to Freedom Builders LLC, the lowest responsive bidder, for $208,672.
Public Works staff explained the project is guided by the city's ADA transition plan and will replace curb ramps along Bradford Avenue near Fullerton Elementary. The project included Schedule A (15 curb ramps) and Schedule B (4 curb ramps) so staff could maximize the use of available funding if bids came in favorable. Staff said bids were advertised March 14 and opened April 2; Freedom Builders submitted the low bid of $208,672 for both schedules. Staff reported the city budgeted $465,000 for ADA ramps in the 2023–24 Sidewalk/Street Light Fund and has about $229,000 remaining for this project; with a 5% contingency staff estimated the combined cost would be covered.
Work is scheduled to begin after school is out; the contract will allow 80 calendar days for completion. Public Works said they have been coordinating with the Public Works Commission, which unanimously recommended awarding the contract.
Next step: staff will issue a notice to proceed in June and manage construction to minimize disruption near Fullerton Elementary School.
