Kevin Warner, a city staff member presenting the review, said the district collects about $322,000 in revenue for fiscal year 2023–24 — roughly 85% from a $42-per-single-family-equivalent assessment and 15% from property taxes — while expenses were about $292,000, leaving a modest operating balance.
