The Senate Rules Committee on April 24 voted unanimously to allow a time-sensitive "yield" bill to bypass the rules committee and proceed toward floor consideration. The chair said the bill was not currently exempt from the crossover deadline and that the Senate secretary recommended preemptive bypass to avoid timing problems.
