The Middletown Board of Estimate voted to authorize an amended bond resolution on Nov. 14 that adds $10 million to prior bond authorization for the O & W building renovation.
Council members and staff said the amendment is intended to commit the city to the additional project cost in order to secure grants — notably DASNY and other state grant opportunities — but that the city does not intend to immediately expend the added $10 million while design and final cost estimates remain pending. Staff reported preliminary cost estimates have varied and the design is not finalized; cost ranges discussed in the meeting included estimates in the low- to mid-20-million-dollar range.
The chair moved the resolution to amend the earlier $6 million bond, Rodriguez seconded, and voice-vote recorded ayes.
Officials said the amendment is procedural to strengthen grant applications and noted that final spending decisions will await completed design, final cost estimates and formal bidding.
