Council approves housekeeping transfers and capital budget amendments for infrastructure projects

On Nov. 6 the Long Beach City Council approved three routine budget measures: a transfer to permit payout of accrued leave to an employee, and two capital-project budget amendments to record grant reimbursements as working capital.
Staff said the leave payout is contractual (up to two weeks) and the transfer moves funds from overtime to contingency salaries to cover the payment. The two capital amendments relate to the Downtown Resilient Connectivity Project and the North Shore Critical Infrastructure Project; staff explained these motions simply place grant reimbursements into the capital fund so they can be used as working capital.
Project finance details: On the North Shore project, staff and residents discussed use of a value-engineering change order that yielded savings (staff cited roughly $127,000 on one redesign item) and complex cost splits with partners; staff noted some aspects of the consolidation project are under Nassau County jurisdiction and FEMA has provided reimbursements for certain completed work.
Vote: All three measures passed on roll-call votes.
