Council OKs five-year snack-bar contract for ice arena; one member votes no over missing contract

The Long Beach City Council on Nov. 6 approved a five-year contract (with two optional two-year extensions) to operate the snack bar at the city's ice arena, selecting New York Chef Consulting Corp as the most responsible proposer.
Staff and selection-committee members said two proposals were reviewed and the local bidder was chosen for a hands-on approach, a family- and rink-friendly menu and a kosher offering popular with the Orthodox community. Staff said the vendor intends to invest in capital improvements (new equipment, walk-in cooler, stove/oven and hoods), and that improvements would remain with the facility if a vendor left before a lease ended.
Council concerns: Members sought clarity on capital-improvement guidelines, insurance limits and rent-escalation clauses. Staff said extensions are mutually agreed upon and can include adjusted terms, and they committed to circulating the contract to council that night. Councilmember Lester recorded a "no" vote because he had not yet received the contract; other members voted yes.
Vote and next steps: The resolution authorizing the city manager to enter an agreement for the snack bar passed; staff will provide the contract text and ensure insurance and capital-improvement requirements are documented in the agreement.
