Norwalk, Iowa — In addition to tonight’s annexation and zoning actions, the City Council approved several resolutions and final readings affecting infrastructure financing, grants and intergovernmental relationships.
Northeast service-area sewer district (resolution): Council approved the second consideration of an ordinance creating a northeast service‑area benefited sewer district to help pay for a recently completed pump station and associated piping. Staff summarized the district will open over 300 acres for development; the council adopted an estimated total project cost of roughly $2,000,000 and a proposed connection fee of $6,500 per acre with an annual increase of $100 per acre.
SAFER grant contract: The council authorized a contract with Vickers Consulting Services to reapply for a federal SAFER (Staffing for Adequate Fire and Emergency Response) grant. City staff noted the department was denied last year and that Vickers is offering a reduced resubmission fee because prior application materials exist; the resubmission fee cited was substantially lower than last year’s rate. The fire chief said only one Iowa fire department (North Liberty) received a SAFER award in the prior round.
Technology & Industrial overlay district initiation (Project West): Council initiated an amendment to the zoning ordinance to create a Norwalk Technology and Industrial overlay district to improve marketability for a large data/tech/site‑ready project known as Project West. Staff said the overlay is intended to streamline the process for industry‑seeking sites and to attract technology and data industries.
Bravo Des Moines 28E withdrawal notice: The council authorized notice to Bravo Des Moines Inc. of Norwalk’s intent to withdraw from the 28E agreement, beginning an 18‑month notice period; staff said the city remains inclined to invest in arts/culture but must prioritize memberships and regional partnerships that demonstrably support local hotel/tourism goals under state funding pressures.
Other actions and final readings: Council approved a final reading amending building‑permit expiration/refund rules (linked to removal of a residential tax abatement), and a final reading adding Norwalk School District as a Norwalk Fieldhouse fee category (no overall rental fee but staffing costs apply). Multiple consent agenda items earlier in the meeting were approved, including licenses, pay estimates and contract amendments for construction and engineering work on city projects.
