Owasso approves $600,000 budget amendment and purchase of 20 acres for sports-park expansion

Owasso’s City Council on Dec. 17 approved a budget amendment in the hotel-tax fund and authorized the purchase of 20 acres adjacent to the Owasso Sports Park South for $600,000.
Finance staff Carly Novosinski said the city collects a 5% hotel tax, with 3% designated for economic development; as of June 30, 2024 the economic-development portion had a balance of approximately $2.6 million. The Owasso Economic Development Authority voted Dec. 12 to recommend purchasing 20 acres adjacent to the sports park to expand facilities for sports tourism and related uses.
Staff recommended increasing the hotel-tax fund appropriation by $600,000 to cover the acquisition and recommended authorization to execute payment to Narcomy Land Company LLC. JJ Dawson presented the land-purchase details and reiterated the land’s proximity to the sports park and potential uses including sports tourism and water-retention considerations. Council moved, seconded and approved both the budget amendment and the land purchase.
