Owasso adopts film-production permit and fee schedule to streamline shoots

Owasso approved a new film-production permit and a companion fee schedule on Dec. 17 intended to make the city more film-friendly and to streamline coordination for shoots.
Shelly Winger told the council staff presented qualifications for film-friendly certification at recent work sessions and proposed both an ordinance establishing a permit and a resolution setting fees. Under the adopted fee schedule, staff set a $100 nonrefundable general application fee, a $250 nonrefundable late application fee for applications received fewer than four days before filming, and a $250 nonrefundable road-closure fee per location per day.
Councilors asked whether the permit covers multiple locations within a single production. Winger said the permit is per production and applications are structured around the production (a working title or project); the only per-location charge is for road closures. She said the city will use the permit to coordinate city staff and use of city property while balancing public-safety and traffic needs.
Council voted to adopt the ordinance and the fee resolution.
