Owasso authorizes two applications for INCOG TAP sidewalk grant covering six segments

Owasso city staff on Dec. 17 gained council permission to submit two applications to the Indian Nation Council of Governments (INCOG) for the Transportation Alternatives Program (TAP), seeking funding to build six sidewalk segments totaling roughly 8,200 linear feet.
Transportation planner Alexa Beamer said staff previously applied to the Oklahoma Department of Transportation and were not selected. For the INCOG application, staff grouped the segments into two project priorities to improve scoring and to present geographically coherent projects: Priority 1 would include a gap-fill on 76th Street connecting east-of-highway neighborhoods to the Red Bud District and a segment along the eastern service road near 86th Street; Priority 2 would include four smaller segments near elementary schools, Elm Creek Park and along Mingo/89th toward the golf course.
Beamer provided estimated costs: Priority 1 at about $858,364.50 and Priority 2 at about $1,546,121, for a total project cost of roughly $2.4 million. The city would seek approximately $1,558,560 in grant funding and anticipate supplementing it with about $846,431 in local match if awarded; INCOG requires at least a 20% match. Staff said they will tailor the application to INCOG/ODOT rubrics and pursue letters of recommendation from local schools to highlight safe routes-to-school benefits.
Councilors asked whether INCOG could fund individual segments; staff said awards are likely to be for an entire submitted project (one of the two), not piecemeal segments. The council approved Resolution 2024-08 authorizing submittal and execution of grant documents.
