Council adopts PUD for First Street Lofts at 207 W. First Street

The Owasso City Council voted Dec. 17 to adopt Ordinance 1227 (OPUD24-02), creating a planned-unit development for a proposed multifamily project at 207 West First Street.
Planner Wendy Craype told the council the 0.33-acre site is currently zoned residential multifamily and is within the downtown overlay district and the Red Bud District in the Grow Owasso 2035 land-use plan. The PUD would allow a one- to two-story apartment building containing up to 12 units (staff noted the developer could reduce the unit count to 10 under PUD flexibility). Craype said staff concluded the PUD meets legal requirements and that the planning commission recommended approval 3–0.
Councilors asked technical questions about access points (staff said there is one proposed access from West First Street), the proposed six-foot monument sign (standard for monument signs), interior stair access to second-floor units, and how sign permissions are handled within a PUD. Craype said final site-planning will confirm the access location and that monument signage is included in the PUD to avoid a later minor amendment.
After brief questions, the council moved, seconded and approved the ordinance on a roll-call vote.
