Board approves budget amendment, several ordinances and multiple construction pay requests

The Pacific Board of Aldermen on Dec. 3 approved a set of budget and operational measures, including an amended fiscal‑year budget and several ordinances and contractor payments.
On the fiscal side, the board approved an amended bill (5255) to revise the City’s operating and capital budgets for the 2024–25 fiscal year after removing a $15,000 line for range improvements. Alderman Lesh led the motion to strike the range-improvement line and the board approved the amendment and then the bill on second reading; amended bill 5255 becomes Ordinance 3430 after a roll‑call vote (ayes 5, nays 1).
The board also adopted three other ordinances on second reading. Bill 5258, which amends parking restrictions on East Union Street and restricts parking in front of 212 East Union, passed on roll call (ayes 5, nays 1) and becomes Ordinance 3433. Bill 5259, a conflicts‑of‑interest disclosure procedure for certain officials, passed unanimously (6‑0) and becomes Ordinance 3434. Bill 5260, authorizing purchase of three radar units and authorizing the mayor to sign a Show Me Zero program agreement with the Missouri Highway and Transportation Commission, passed 5‑1 and becomes Ordinance 3435.
The meeting also produced four routine procurement approvals. The board approved Pay Application No. 11 for the Pacific Lift Station project in the amount of $85,794.17; Pay Application No. 2 for the 2024 asphalt project for $289,520.20; a contractor quote with Dole for HVAC work for $64,100; and the previously added payout for the Highway Phase 4 project, $181,583.88. All four motions carried by voice vote.
Several other items were clarified during debate: council members discussed sources of revenue that offset police equipment purchases (vehicle sale proceeds and grants), and the board removed the range‑improvement line to better align expenditures with expected revenues. A motion to untable previously tabled bills 5248 and 5252 failed, leaving both items tabled for future meetings.
The board indicated any further budget or ordinance changes will return for additional readings or public notice as required.
The board adjourned at the end of the agenda.
