Senate Concurrent Resolution 2, to appoint Cara L. Jenkins as Legislative Counsel, passed on a roll call after floor debate. Senator Mick Umberg introduced the measure and praised Jenkins— record as head of the legislative counsel's office; Senator Alvarado Gill rose in respectful opposition, saying an open California State Bar investigation existed and urging the Senate to wait until that inquiry concluded before confirming the appointment.
