Kitsap commissioners approve wage increase, eviction-prevention funding and several appointments

The Kitsap County Board of Commissioners on Dec. 9 approved multiple items that change personnel, budget allocations and the county planning agenda.
Wage resolution: The board adopted a resolution setting wages for non-represented county employees, approving a 3.5% general wage adjustment effective the first full pay period of 2025 (Jan. 6, 2025). Denise Greer, the county’s human resources director, said the fiscal impact of the adjustment is $1,486,000 and that the change was incorporated into the county budget. Commissioners asked whether the pay change affects offices such as the clerk, auditor, sheriff and the courts; Greer confirmed non‑represented employees are present across departments. The motion to adopt the resolution passed unanimously.
Eviction-prevention contract: The board affirmed amendment KC-46823-A to a contract with Kitsap Community Resources (KCR) to add approximately $2,278,000 in funding for administration of an eviction-prevention program, bringing the contract total to about $4.7 million as presented. Carl Bory, housing and homelessness program manager, and Thomas DelCorapolino of KCR described program outcomes: KCR has served about 154 households (their internal target was 75), reported average assistance of roughly $1,800 per month and about $8,000 per household, and noted a prioritized wait list (about 70 individuals). The board moved, seconded and approved the amendment.
Appointments and docket: The board appointed Alice Turici to the Kitsap County Board of Equalization for a three‑year term ending Dec. 8, 2027. It also appointed David Fergus and Kane Fenner to the Central Kitsap Community Council for three‑year terms ending Dec. 31, 2027. In planning business, the board approved the Department of Community Development’s 2025 long‑range docket and added a pre‑planning clause to begin scoping an amendment to the Illahit community plan in late 2025.
Each of the above items was moved, seconded and passed during the meeting.
