Construction manager named for GeHa project; council approved EPC support for stack removal

At the Dec. 19 Public Utility Advisory Board meeting, utility staff described the status of the GeHa building project and an associated stack/chimney removal effort.
Utility staff (Unidentified Speaker 5) said McAllen Gordon has been selected as the construction manager for the GeHa building. The construction portion of the contract is scheduled to drop for bid on Jan. 6, 2025; the city's guaranteed maximum price is expected in February, and preliminary first-phase move-ins are tentatively scheduled for April with completion by August. Roof replacement is nearly complete, a generator has been ordered and fiber installation has begun; a redundant feed remains to be completed.
Regarding the stack/chimney at a separate city facility, Speaker 5 said the City Council approved hiring an engineer-procure-construct (EPC) contractor to provide engineering, project management and oversight for the removal; Burns & McDonnell was selected to provide that EPC work. Speaker 5 stated, "we just approved about 300,000 for that EPC," and explained the EPC contract is for design and procurement oversight, with a later separate contractor procurement expected to return to City Council for approval. Staff also noted the stack demolition has been on the capital project list for several years and cautioned that delaying the work will increase costs.
Board members asked about safety issues including asbestos; staff emphasized the need to perform demolition safely, which is why the EPC step and professional oversight were prioritized.
Next steps identified in the discussion include the Jan. 6 bid release, Council review of contractor bids and the February GMP submission. The board did not take a separate formal action on these projects during the meeting.
