The board moved and unanimously approved payment of bills for account '142' and three invoices submitted for consultant review of the stormwater bylaw. The chair asked several members to sign the payment forms so the town can obtain the three required signatures.
The chair announced he would recuse himself and suggested Mike also recuse himself because both have a stated interest in the 307 Blackstone matter. With those members recused the remaining five (as recorded in the meeting) moved and approved payment of two Tetra Tech invoices related to 307 Blackstone. The chair noted the approved payments still require signatures and asked members who are local to stop by the office to sign the invoices.
Speaker 3 reported the board has been formally notified that the decision on 307 Blackstone has been appealed to the trial court; town administration and the town solicitor have been informed and no immediate board action is required beyond due diligence.
Next steps: staff will collect the required signatures to complete payments. The town solicitor and administration will manage the appeal process; the planning board has no further action at this time.
