Gainesville council approves meeting calendar, personnel changes, water loan and joins amicus brief

Gainesville’s mayor and council unanimously approved a suite of administrative ordinances and resolutions Tuesday that set the city’s 2025 meeting calendar, update personnel and benefits policies, authorize infrastructure financing and adjust board rules and compensation.
City manager Brian Lackey summarized multiple items: the governing body meeting calendar for 2025; updates to employee and retiree insurance guidelines and personnel policies; and a change to the municipal court judge appointment process that will move to a two‑year term consistent with state law. He also described a $1,000,000 Drinking Water State Revolving Fund loan to support lead‑service‑line work; "The 25% principal forgiveness actually will really make it, interest free over the life of the loan. So it's really free money to take from the state," Lackey said.
Council approved a Cooperative Technical Assistance Intergovernmental Cost Sharing Agreement for regional water legal costs and a first‑amendment tax allocation district (TAD) development agreement modification tied to "the National" hotel project that adjusts room and parking conditions. The council also approved renewal applications for the Water First program and noted a FY2025 Local Maintenance and Improvement Grant (LMIG) award of $479,000 that requires at least a 30% local match to fund resurfacing projects.
Other ordinance actions included amending the personnel code to change council compensation from a per‑diem to a base pay formula (Ordinance 2024‑30); aligning the city’s animal control ordinance with the county (Ordinance 2024‑31); and adopting a model ordinance regulating coin‑operated amusement machines (Ordinance 2024‑32). Council also approved Ordinance 2024‑36 to restructure Planning and Appeals Board seats and terms, Ordinance 2024‑37 to change PAB compensation to per‑diem, and Business Resolution 2024‑55 to appoint seven PAB members under the new structure.
Finally, the council voted to join an amicus brief in an appeal involving the City of Milton (Resolution 2024‑56). City attorney Abbott Hayes said the case concerns a plaintiff verdict of over $30 million against Milton in a collision matter and argued the outcome could reduce traditional sovereign immunity protections for cities; Gainesville joined more than 40 other cities in supporting the appeal.
All motions described above were moved, seconded and recorded in the meeting as passing unanimously.
