The Lacey City Council on Dec. 2 adopted Ordinance 16‑88, revising the city’s development procedures and relocating related chapters from Title 16 into a new Title 11 for clarity and consistency.
Senior Planner Shannon Vincent explained the amendments are intended to consolidate review timelines, application types, review criteria and approval authority into one place and to close procedural gaps identified by staff and applicants. One notable change establishes a 10% threshold for changes in measurable standards (such as gross square footage, parking trips, impervious surface) to trigger a new site plan review; the ordinance also explicitly allows the Site Plan Review Committee to waive that requirement where the net impact is minimal.
Council members thanked planning staff for the redline edits and for adding flexibility for modest changes. The motion to adopt the ordinance was moved, seconded and carried by unanimous voice vote.
Next steps: staff will publish the code updates under Lacey Municipal Code Title 11 on the city website and implement the updated review processes.
