Staff explained that CHP (the county's health plan administrator) "does not recognize common law marriage" and that vision and dental plans had previously allowed domestic partners, creating inconsistency. To avoid confusion, staff proposed that dependents be verified by a birth certificate, marriage certificate or similar legal document. "So this is just making it the same for both so that nobody gets confused reading one policy over the other," a staff member said.
Commissioners debated whether removing domestic‑partner eligibility from dental or vision policies was necessary when CHP already excludes common‑law recognition. One commissioner described the measure as unnecessary and potentially insulting to employees; staff replied the change is meant to be a uniform cleanup of policy language and that verification of new employees already occurs.
After discussion the board moved, seconded and approved the clarified dependent‑verification policy. No change to premium structure was announced; staff said the change is administrative and intended to align county policy with the CHP rules.
